launchutils is the name of a collection of programs, which basically have the following trait in common: they launch other programs, but before that, they do something else.
There is no "bigger picture" between the individual programs. They only share code and therefore in the future may be split into separate projects.
"run as other user". It switches user context before executing a program. If all you want is running programs with different privileges without the need to enter a password, then it provides a simple alternative to sudo. See it's README for more information.
afkcron can launch scripts depending on the time the user is not using his machine. So, when you are away, allow it run indexing tasks, backups etc.
